I-95 South Reopened Following CAP Demolition in Philadelphia

The Pennsylvania Department of Transportation (PennDOT) announced today that southbound Interstate 95 has reopened between I-676/Callowhill Street (Exit 22) and the Morris Street on-ramp in Center City Philadelphia. This section of interstate had been closed since 5:00 PM Saturday, February 24, for demolition of the existing concrete covering over the southbound lanes between Chestnut and Walnut streets.

In addition to the reopening of I-95 South, the following two ramps have also reopened:

  • Ramp from I-676 East to I-95 South (Chester/Philadelphia Int’l Airport)
  • Ramp from I-95 South to Columbus Boulevard/Washington Avenue (Exit 22)

The Market Street ramp to I-95 South, which was closed to traffic on Monday, February 19, will remain closed through early March. Drivers will be directed to follow the posted detour signs to southbound Columbus Boulevard and access I-95 South at Morris Street. Trucks will be directed to continue south on Columbus Boulevard and use Oregon Avenue and Front Street to access the on-ramp to I-95 South.

Due to the construction accomplished during the two weekend closures in February, there will be no additional weekend closures planned on I-95 for demolition. Weeknight closures of I-95 will be scheduled in March to perform various construction activities in the work area.

By replacing and extending the cap over I-95 and Columbus Boulevard between Chestnut and Walnut streets, the $329 million I-95 Central Access Philadelphia (CAP) Project will improve pedestrian and multimodal connections between Center City and the waterfront. The project has two main components: a new Park at Penn’s Landing, and a new signature bridge at South Street, both of which will also extend over Columbus Boulevard to connect cyclists and pedestrians to the newly completed Delaware River Trail.

The new Park will be an 11.5-acre civic space spanning I-95 and Columbus Boulevard between Chestnut and Walnut streets, extending from Front Street to the Delaware River. It will include amenities including gardens, play areas, flexible open space, a contemplative setting for the Irish and Scottish Memorials, and a mass-timber Pavilion.
